3.      Approval of the Meeting Summary of Previous Meeting

A.     Meeting Summary – November  27, 2006 – No meeting summary was provided

 

4.      Reports

A.     Board Liaison Report Boardmembers Annable and Hall

                                                                          i.      Boardmember Hall noted that OSA has purchased land by the City of San Jose’s Alum Rock Park which the staff will try to open to the public by the end of 2007.  Boardmember Annable added that OSA will build a 24-parking space staging area at the top of Sierra Road to access the property.

                                                                        ii.      Boardmember Hall noted that the Board of Directors is restructuring Board committees and welcomes input from the CAC regarding the restructuring.

                                                                      iii.      Boardmember Hall noted that Boardmember Edgerton resigned from the Board and the OSA will act to appoint someone to fill the District Seven vacancy in March 8, 2007.  Boardmember Hall requested that CAC Members let their network contacts know of the vacancy and help recruit qualified applicants.  More information is available on the OSA website.

                                                                       iv.      Boardmember Hall noted that the rubberized asphalt trail in Rancho Canada del Oro property is now open.  This trail can accommodate those with special needs.

B.      Authority Staff Report – Presented by Lark Burkhart

                                                                          i.      Llagas Creek Meadow property is ready to open.

                                                                        ii.      OSA staff will be installing an 80-foot bridge across Llagas Creek later this week.

                                                                      iii.      Michelle Acuna resigned from her staff position as Volunteer Coordinator.  The position of Volunteer Coordinator will be changed to Coordinator of Interpretive Programs.  The position job announcement is posted on the OSA website.  Field staff may take over the coordination of volunteers for field projects.

C.     CAC Chair & Members – None.

 

5.      New Business

A.     Election of Officers – Dorsey Moore was elected to serve as Chairperson and David Poeschel was elected as Vice-Chairperson of the CAC for the coming year.  Outgoing Chairperson Jan Hintermeister was universally praised by CAC members for his leadership during his  three-year tenure as Chairperson.  Thanks Jan!

B.      Outreach Speaker’s Bureau –Lark Burkhart provided a project update on the Outreach Speaker’s Bureau.  She distributed a list of community organizations that OSA might want to present.  The list is meant to be a starting point.  Board Members, CAC Members and staff can add organizations to the list.  Please coordinate all presentations through Lark as she needs to make sure the equipment is available and have enough handouts prepared.  Lark will also track who presented and the date of the presentation.  She invited members of the CAC who have not been briefed on the new presentation to schedule a training with her.

                                                                          i.      Dorsey committed to give presentations to the Indian Health Center of Santa Clara Valley and Quicksilver Running Club.  He also committed to present to the Willow Glen Neighborhood Association and North Willow Glen Neighborhood Association with Boardmember Annable and/or Boardmember Hall

                       

6.      Unfinished Business

A.     Bay Area Agricultural Land Conservation Agencies Program – Project Update – Eric Carruthers

                                                                          i.      Jan distributed the following handouts:

a.                   a memo regarding the “proposed task list for Agricultural Survey”,

b.                  list of agricultural land conservation programs,

c.                   memo from Eric Carruthers to Lauren Crook regarding comments on draft survey.

                                                                        ii.      Jan drafted an initial contact letter and Lauren will email it out to CAC after the meeting

                                                                      iii.      Lauren will also email out the Survey Monkey version of the agriculture survey and phone script for making contact with respective agriculture agencies after the meeting for CAC review.

                                                                       iv.      CAC reviewed the agricultural agencies and divided them up amongst the members.  See list below:

A.     Review and update the CAC work plan for the year at our next meeting.  CAC Members requested to come with ideas for the work plan.  Dorsey will email out existing work plan prior to next meeting.

B.      Bay Area Agricultural Land Conservation Agencies Program – follow-up

 

8.      Announcements/Orientation

A.     CAC Members –

                                                                          i.      Eric CarruthersCoyote Valley Task Force Update – The Coyote Valley Plan includes a funding mechanism for mitigation.  The Plan also includes for a entity to administer funds and receive impact fees for habitat restoration plan.  Administering entity to buy land and manage.  Entity will also manage agricultural support program.  Draft Environmental Impact Report will be released in March 2007.  OSA may want to comment on EIR.  In regards to the LAFCO mitigation policy, task force is working on land mitigation program.  It hasn’t been decided yet when developers would be required to pay the development impact fee.  LAFCO will make final decision in April 2007.
