From 2013 to 2024, Kathy was on the Citizens' Advisory Committee, where she served as Vice-Chair and Chair. During that time, she was a member of subcommittees focused on updating the role of the CAC, designing the Urban Grant program and JEDIA (Justice, Equity, Diversity, Inclusion, Access).
