Measure D Exemptions

Exemption Application Window:  

Exemption applications for the 2026-2027 tax cycle will be accepted beginning at 10:00 a.m. on Wednesday, July 1, 2026. 

If you apply between July 1–27, 2026: 

• If your exemption is approved, the tax should not appear on your 2026–2027 tax bill. 

If you apply between July 28–December 31, 2026: 

• The tax will appear on your 2026–2027 bill. 
• You will need to pay the tax to the County, and 
• You will receive a refund from the Open Space Authority approximately 60 days after your exemption is approved. 
• The tax will be removed from future bills. 

Processing Time  

Applicants will be notified on or before August 14, 2026. You can log in to your account at any time to check the status of your exemption.

1. Register for an account: Create your account at https://oap.sci-cg.com/  
2. Activate your account: Check your email for the confirmation message; it may appear in your spam folder. 
3. Submit your application: Complete the exemption form and upload all required documentation. Application forms are available in English, Spanish, Chinese and Vietnamese.  
4. Check your application status: Log in to your account anytime to track the progress of your exemption.

• Senior Exemptions: Property owners who are at least 65 years of age prior to July 1, 2026 and occupy the property as a principal residence 
• Supplemental Security Income (SSI): Property owners receiving SSI for a disability regardless of age and occupy the property as a principal residence 
• Social Security Disability Insurance (SSDI): Property owners who occupy the property as a principal residence and receive SSDI, regardless of age and whose yearly income does not exceed 250% of the 2012 federal poverty guidelines issued by the United States Department of Health and Human Services 

Senior exemption: You do not need to reapply each year. Once your application is approved, your exemption will continue until the property changes ownership.

• If you buy another home within the Open Space Authority's jurisdiction and make that home your principal residence, you must submit a new application. The exemption is tied to the parcel number, so a new address requires a new application.  

Income-based exemptions (including SSI and SSDI) must be renewed every year to confirm that you still qualify.

Measure D allows tax exemptions for seniors and some low‑income homeowners. District 1’s assessment and Measure T do not include any exemptions. Because the law does not permit exemptions for these assessments and taxes, the Open Space Authority is not allowed to grant them.
